About Emergency Management

Helping you prepare for emergencies and disasters.

Emergency Management makes sure our campus is prepared to respond and recover quickly. We work with police, fire, EMS, campus stakeholders and community members to anticipate challenges and work through them. Through Emergency Management, the Division of Public Safety also offers resources to our community members so they can prepare themselves as well.

Our mission is to imagine the otherwise unimaginable, and to prepare our campus for it.

Meet the Emergency Management Team

Brian Brauer

Brian Brauer

Executive Director of Emergency Management

Brian joined the Division of Public Safety in 2022 after more than two decades with the University of Illinois. His career spans roles as a registered nurse and Trauma Nurse Specialist, firefighter and fire officer, EMT and paramedic, and instructor in each of those disciplines. He also played a key role in the University’s COVID-19 response.

He holds a Bachelor of Science in Nursing from the University of Illinois Chicago, as well as a Master’s in Global Human Resource Development and a Doctorate in Educational Policy and Organizational Leadership from the University of Illinois Urbana-Champaign. Brian is dedicated to building strong systems and partnerships that ensure the campus is prepared for any emergency.

Sherry Wooten

Assistant Director of Emergency Management

Sherry began her career with the Division of Public Safety in 1990 as a Telecommunicator and returned in 2001 after a brief time away. Over the years, she transitioned into Emergency Management, bringing valuable experience as an EMT, dispatcher, correctional officer, and part-time police officer. She holds an Associate in Applied Science in Criminal Justice and a Bachelor of Science in Emergency Management, and in 2013 earned accreditation as an Illinois Professional Emergency Manager. Guided by the belief that “knowledge is power,” Sherry is committed to equipping the campus community with the information and resources they need to be prepared for any emergency.

Jason Heimbaugh

Director of Emergency Operations

Jason joined the Division of Public Safety in 2013 and serves as the Director of Emergency Operations. Before that, he worked in Administrative Information Technology Services, where he led the UI-Integrate Technology Team responsible for building the Banner system across all three University of Illinois campuses.

He holds a Bachelor of Science in Mathematics and Computer Science and a Master of Business Administration from the University of Illinois. Jason is also active in large-scale event operations, working command posts for the Indianapolis Motor Speedway, IndyCar, and NHRA. His advice for the campus community is straightforward: “In any emergency incident, you are your own best advocate. Plan accordingly.”

Jason Madden

Emergency Management Training Coordinator

Jason joined the Division of Public Safety in 2023 after several years working in campus operations and emergency planning. He previously served in the Department of Chemistry and the College of Liberal Arts and Sciences, where he managed Building Emergency Action Plans. Outside the university, Jason volunteers with Ford County Emergency Management as a training officer and with the City of Paxton Emergency Response Service as a weather liaison.

He holds a degree in Geography from Northern Illinois University and has completed both the IEMA-OHS and FEMA Professional Development Series. He is also working toward accreditation as an Illinois Professional Emergency Manager. Jason is committed to helping the campus community stay safe and prepared for emergencies of all kinds.

Stephanie Vogelsang

Protection of Minors Compliance Coordinator

Stephanie joined the Division of Public Safety in 2009 as a Public Safety Telecommunicator before moving into emergency management and compliance roles. She has served as Emergency Planning Training Coordinator and currently works as the Protection of Minors Compliance Specialist.

She holds an Associate of Applied Science in Criminal Justice from Parkland College, a Bachelor’s degree from Eastern Illinois University, and a Master’s degree from the University of Illinois Urbana-Champaign. Stephanie is accredited as an Illinois Professional Emergency Manager and is a Certified Praesidium Guardian. She is dedicated to promoting preparedness on campus and works closely with youth programs to ensure participants know how to stay safe in an emergency.
